Disabling Flippers doesn't work.

After a lot of brief testing, I have determined the following behaviors with disabling the Flippers on a DMap:
With Diagonal Movement off, Link can still swim in all water combos, regardless of whether they are solid or walkable. But if Link gets knocked back into walkable water or jumps then lands in walkable water, he will still drown. Note that with 4-way movement, he can't use the ladder on water combos at all if he has the flippers.
With Diagonal Movement on, he will still use the ladder when walking onto a water combo horizontally, just not vertically. Furthermore, he can enter the solid water combos only vertically and still be able to swim in them. However, if he jumps while using the ladder on the top edge of a solid water combo, the ladder will disappear, and if he falls onto the solid water combo, he'll drown. Yet, he'll still drown in walkable water in all cases.
Here's the test quest where I did all the brief testing:

Be sure to play it with diagonal movement on, then with diagonal movement off, or vice versa. All you gotta do is toggle the diagonal movement check box in the Link Sprite Editor.

I just spontaneously noticed that a bunch of scattered checks throughout the code don't correctly check if an item is disabled. All of these are now fixed. This includes this bug, too.
