We need a misc value for the step speed of a rope while it's charging at link, it seems to be set in stone. No matter what I do, it's speed doesn't change.

I second that. 😉 Luckily, its normal step speed is no longer affected by the charging.
Their charging speed is their normal Step Speed, plus 100. Or it should be. Maybe it's just a bit hard to notice?
