Perhaps this has been addressed already with the continued reorganizing of the menus, but as it is now with 798 in small mode if you click the Tools menu it automatically brings up the Dungeon Template dialog. To select anything else in that menu you need to click Tools holding down the left mouse buton and drag it to what you want.

Cool. I do a quick scan of the bug posts prior to posting to make sure I'm not duplicating a bug report already posted, but apparently I missed yours.
