In 2.10, the Quick Sword rule worked with the wand, but in more recent betas, you can no longer use the quick sword ability with the wand.
Here's what the Quick Sword Description says in the 2.10 manual:
- Quick Sword: Allows you to use your sword again before the sword use animation has finished. Also works with the wand.
