I'm going to restate this...
In 2.10, the wand magic did a damage of 2 to enemies, even when you had the magic book, while the flame only did a damage of 1. But, I just recently discovered that having the magic book causes the wand magic (which becomes fire magic) to do a damage of 1, instead of 2. The wand magic does a damage of 2 without the book.
On second note, this happens even if I have Fire Magic unchecked.
The problem is that the damage for the magic book is set to 1 in the default template, so I had to reset it to 2 to get that wand magic (which becomes fire magic) to do a damage of 2 like it's supposed to, and the flame still does a damage of 1, like it's supposed to.
In addition, restoring the defaults sets the Magic Book damage to 2.
[Default Template] About the fire magic...
Damage is still set to 1 by default in 780.
Fixed.
