LOZ: ganons rampage got wrecked by the 540-windows zelda maker but dont worry people LOZ: Link goes to earth is perfectly fine so theres still hope.

You can use any of the numerous file uploaders that are online. Just search for "file uploader" and I'm sure you'll find one. Also, if you submit it to the ZC QDB, make sure that it is [noparse]http://filename[/noparse].zip or [noparse]http://filename[/noparse].qst. In other words, you must supply a direct link to the file.
What do you mean by ruined? Didn't you keep a back up before upgrading? Even if you didn't, as long as it will read the quest at all, you might be able to salvage.
To put a quest on the web, use any file hosting service. I use filefront.com; others might have different options.

Your main problem is clear: Upgrading. You should have done the whole quest on the same build, if you're not willing to fix it.
