Bomb rubble

Bomb rubble displays under layer 1, this really should be on layer 2 1/2 since floors are often painted on layer 1 and 2 . 😉

Fixed, though I hope it didn't break (aesthetically) someone's quest that was counting on bomb rubble being below layer 1.

I would think it would need to be on top of whatever the floor is there, so I think you're pretty safe.
I've had problems with it with floor borders from time to time, and it should be on top of those.
