I don't remember which build first had the issue that Link couldn't use bombs unless he picked them up (or they were checked in init data). The bug is that getting bombs from a 'More Bombs' room does not count as picking up a bomb. The quest is from 2.10, so setting bomb init data didn't exist back then. The best fix would be making the 'More Bombs' room give Link bombs as if he had picked them up so he can use them if they are his first bombs.
The good news is this was the only bug I encounted during the entire quest (it's a big quest), so the builds are getting better!
Which quest? I can't reproduce this bug.
This one. It has never been saved in any recent build. It has only been saved in 2.10.

After you grab the sword, get 5 ruppies and go to the Windmill. Buy the bomb upgrade. 'Link' will still be unable to use bombs. In fact, the game will say he has 4 but they are not in the subscreen.
How many is he allowed to carry in init data?
I don't mean start with, I mean carry?
Remember the 2.10 test quest had that problem, that he was set to carry 0 so they didn't work.
Ah, Link had no bombs to start with! In order to use a bomb, Link must have
- a bomb equipment item
- at bomb counter of at least 1
Visiting a bomb increase room, without first picking up a separate bomb, increments the bomb counter, but does not give Link the bomb equipment item.
Fixing this problem is slightly tricky due to the possibility of a quest having custom bomb types; I've changed bomb upgrade rooms to give Link the bomb item of level 1, if such an item exists. This solution should fix old quests without (greatly) perturbing new ones.
