Pol's Voices move too fast in proposed1st (b448)
Determine the original step speed for 1st, 2nd, and 3rd quests for the enemy Pol's Voice (Arrow, Magic) and fix with the correct speed for proposed1st, proposed2nd, and proposed3rd.

Does this bug affect all old quests?
Okay, the original step speed is 50 for the Pols Voice (Arrow) and 100 for the Pols Voice (Magic).
Set them up for all Proposed quests.
Fixed in the next build.
