Loading "The Revenge.qst" doesn't set the DMap flags correctly

The overworld DMap of The Revenge doesn't have the three "Level 0" DMap flags set when loaded in the current version. Considering that another 1.90 quest, The Legend of Zelda - Ages doesn't have this problem, I'm a bit stymied.
