The red tunic in OoT was just a protection against hot temperatures so you could venture into the Death Mountain Crater. It did not prevent damage at all.

It prevented Link from drowning whilst wearing the Iron Boots underwater.
Actually it prevented them from drowning at all, not jsut with the iron boots. If you swam under a ledge you could still let the timer go down but not go back up, if I remember.
