I have a dungeon using level palette 1A.
The floor is painted with combos using csets 3 and 4
The cycle properties were all set to 0
When entering the dungeon in the player the part of the floor painted in cset 4 cycles between 3 or 4 other csets.
I opened the palette, clicked on cycle, and removed all of the 0's to try to reset it, it didn't change anything.
The only way I found to fix the problem was to build a new palette and replace it in the dmap for that level.
Palette cycling bug
This problem is still happening in the b16b.
It seems to corrupt palettes, and make them cycle when they aren't set to or supposed to.
The second time this happened it slowed the screens down using palette 1C to a crawl but I didn't see any colors actually cycle, but changing to another palette corrected the problem.
I believe I fixed it, but I'll need it confirmed in the next beta. You might have to fix all affected palettes though before it works.

Upon my rooting through issue with my quest, I believe I have stumbled onto the issue of the palette cycling problem. Apparently palette cycling is still on even if you uncheck the rule for interpolated fading. I merely went and turned it on and removed all of the cycling details for the palettes and it fixed it. but people with a lot of palettes might find this a bit much. But at least this find might help the situation.

I've gone through a lot of palettes since this report, and this has never happened again.
I think it should be removed from active bugs.
