Sephiroth from ZCU / Snort_2000 from AGN Reports: (As well as a number of "Change my name, please!" requests.)

Here is a pretty basic quest using the classic set... With it, I've set up a simple pond in which you can raft over, as well as a setup that I have in my dungeon, where the raft flags are "inherent" and there's secret flags on them.

At the right-side of the screen, you will see a "speckled area". This speckled area represents my railroad tracks in my quest.. You can tell that there are completely unwalkable, and I have secret flags on them. That speckled area also has inherent flag #8, RAFT.

BEFORE YOU GRAB THE RAFT: Take the time out to "scroll between the two screens" while completely on the "speckled area". As you scroll to the next screen, you will hear the secret sound and Link will "magically obtain the raft" out of nowhere and ride it until he reaches the dock. This isn't true for when you don't have flag 8 as the inherent flag..

After getting the raft, you can raft from dock to dock, but over the water, Link stays on the raft, and therefore, you don't hear a secret sound, whereas over the speckled area, Link gets off the raft as he hits the edge of the screen, the screen scrolls, then you hear the secret sound as Link gets back on the raft to finish his path. What's up with that?

I believe this is all NES consistent behavior. If Link screen scrolls and lands on top of a raft combo, he will be forced onto the Raft even if he doesn't have it. Scrolling onto land causes Link to get off the Raft. It's kinda clunky in this test quest, but that's just because you set it up in a really awkward way.
