Making a good mini-game

I'd like some tips on making a good mini-game. My current idea is to use direct warps. Here's an example:
Hit targets with arrows. Hit a target, the whole floor turns into direct warp combos (or at least the parts you could be standing on at the time). If you hit the "wrong" target, you get Rupees depending on how many correct targets you hit. Hit the right one, and you get to go to the next room, which has more targets. This keeps going on until you either lose or get the grand prize.

This is only an idea, and example. Are there better ways to make a mini-game?
