Well, you could make a Zelda quest with new graphics and use the bow and arrow as your "gun" and your rupees as the "bullets" or something.
Yes, Zelda Classic is the easiest way to go. Head over to the fourms and browse around a bit there, if you haven't already.
Either that, or you could learn a computer language like C++ and program your own game, but so far, ZC would be the easiest way to go.
