MS Paint, MS photo editor, PSP7, Adobe Photoshop.

Those are the basic and the best. Pretty simple to use.

he said paint, because you didnt say an animated gif....you can still edit regular gifs with paint. so hah! 😊

I WANT PHOTOSHOP AND HAVE NO CLUE HOW MUCH IT COSTS

Hundreds of dollars...

But, Paint Shop Pro is less than $100, and is really nice, it's my personal favorite. Not to mention it comes with animation shop. I haven't had to much experience with it, but it looks nice.

Back in the day I used Microsoft Gif Animator. I thought it was pretty straight forward, but it's almost impossible to find online anymore (and it's really old. I'm talking Win95 days)

I used to have MS Gif animator.
It is actually a very well constructed program, but thats becasue MS simply bought it and slapped their name on it. And now they deny that it ever existed.

If I were to still have a copy of it, I'd have to dig around and look on all of my old backup CD's.

Anyhow, Photoshop will throw you $600 for the full version. I don't think it's worth it. Personally I use the GIMP on Linux and Windows, but it can't do animated anything.

Ah, the joys of academic discounts. 😃

I think I've seen Photoshop for a grand in one Staples location...mind, that's Canadian funds, but it's still over $500 American...well over...
