Leveling combos I think. I'm not sure though.

Animated layers. Never done it before, so I don't know the specifics... Ask someone who has.

First, make your tiles, then animate them in a combo. Make sure you have rain AND splash. then make layers for the rain AND the splash combos. Then layer it on the screen and you're done.
