I think you should have asked in Developers Exchange (not trying to sound like a rent-a-mod).
Anyway, title screens are usually made by the author of a quest. There is a basic title screen template at the tileshop.
Rent a mod, bah! Moving to Developer's exachange.
The rule is if you are looking for tiles or graphics, post in the forum that deals with those things.
