I've always known the setting to be under Quest -> Misc Data -> Whistle warps. But no such option exists in the latest betas. Where is the setting located now? Or have I stumbled upon a bug here?

Yeah... in the Item Editor you specify the Warp Ring to use.
I suppose the system of whistle warps is technically a warp ring.

The upshot of this is that you can now have multiple Whistles that transport you to different sets of locations.
