My friend is a member there and he says they only accept memberships a few months out of the year, so I haven't been able to see it or join.

Yep, I'm a member of OG. I joined before the Tennant series started, so there wasn't a problem with signing up, as it were. If I understand correctly, they disabled new registrations on the weekends (Doctor Who going out on a Saturday night) to try and avoid a deluge of spam. I signed up to have a gander at the fan-made DVD covers, which are really quite fantastic.
