I recently downloaded a lot of tilesets sprites and what not, and I have no idea how to load them onto ZC. Can anybody help me?

Load sprites into ZC? You mean ZQuest, right? It's pretty easy.
Sometimes you can download a graphics pack (.zgp). If you did, go to File -> Import -> Graphics Pack. Select the .zgp and it will be imported.
If you have loose tiles, like sprites, go to Quest -> Graphics -> Tiles. Select an empty tile, then click on Grab. Click on File, then find the file that has the sprites/tiles. The tiles will have appeared, so you can grab as many as you want. The downside is that you have to recolor them, but doing so takes only a few minutes.

I have another question, how do you lay itmes down on the map and people?
You should be asking your questions down in zc quest editor help forums.
For items, go to data>items
for guys go to data>guy
