All those download confused me, i don't want to download the wrong one, i want it that come with zquest but i do have it when i download Zelda Classic v1.92 "The 184 Player" (it does come with zquest, I do not know why it there)

The 184 is a player upgrade.
What I did was make a folder for both 183 and 184 and download the 183 into both of them and then upgrade the one in the 184 folder with the 184 player.
That way you can test your quest in both or play different quests in both.

technically, you can't make ZQuest, but you can make with ZQuest
anyway, freedom's techinque is a little wasteful, as quests made in beta 183 can be played in 183 and 184, and since beta 184 is an upgrade to the 183 player, there's no real need
There is a need if you want to cross check your quest in both 183 and 184 players
