Problems with the Whistle

I'm currently working on a new (well, 1/2 new) quest. For some reason, the whistle warps don't work the way they should be. The whistle will only warp you to two locations (three if I'm lucky), and alternate between these two locations only. Is there any way to fix this problem? I'm using ZC 1.90.

they only work when you have the triforce for the respective dungeons. So, You won't warp to #3 unless you have the #3 triforce.

i thought that you only had to have once explored there

Well, if that's the case, that would explain why King was able to warp to his 3rd destination on occassion. .I'll look into it.
