No, when Chernobyl exploded, it released a massive amount of radiation into the sky, that passed over Europe and other countries in a large mass until it dispersed. Hsu and Chan are great. For everyone asking, Mr. Z was talking about a specific comic strip of "Hsu and Chan: Video Game Designers" that appears in EGM, where the two brothers copy Pokemon and create "Chernobly!", a radioactive little hamster monster.
