You could make tiles using "2nd cset".

Yep.
Generally a good way to work with the upper halp of the palette (csets 6-11) is to make any of the tiles that are intended to use these csets have a cset 2 value of 6. This trick is especially uesful for townspeople.
BUT you do need more combo space because every tile that uses the Cset2 feature will need to use their own combo, so you if you want your whole combo page to also use Cset 7 you'll need to keep at least half of the combo page clear. If you only want some tiles to use another Cset this is a good way though.
