I don't know weather you could do this with scripting or not, but is there some way to make it so that an item (family?) enables or disables a quest rule? Just a few ideas floatin' around in the ol' head.

Uhhh, why?
Hmm, i can think of a few items/rules:
-An item that makes your flame no longer hurt you.
-An item that protects you against from your own bombs.
-An item that allows the lens to see invisible enemies.
-An item that makes it so Like Likes no longer steal your shields.
-An item that makes it so your magical items no longer consume magic.
-An item that allows you to carry a maximum of 24 heart containers.

Those are all good ideas. Actually, I was going to make "Metal Boots" that disable the "no dive warp" rule.(Wait, is that a screen rule?). It doesn't make much sense that when Link dives he can just walk on the ocean floor, and we don't have DMap specific Link tile mods, soo....
