In the tile pages, if you click b on your tile, then go into edit it will then have the full main palette to work with.
if you go to palettes>levels and scroll down to a new empty one, open it, and click on grab, you can grab the palette from your gif.
if you put that in cset slot 2, and put the cset you want the gif to be in cset 3 you can then compare them as you recolor.

You can reduce the colors by simply clicking on "R" in the grab menu (in 2.11)
Would all this stuff you're talking about be in, say, Alphadawg's tutorial, or one of the other ones?
Probably not, since alpha's tutorial was based on 2.10 and not 2.11.
