Fighting Mr. Sandman and Mike Tyson/Mr. Dream on emulator (MT Punch-Out, Punch Out)

This one has been bothering me for a while, but Mr. Sandman and Mike Tyson lose a "flash" that telegraphs their Razor Uppercuts and Dynamite Punches on emulator, effectively turning them into huge RNG fests. (know this is true for RA, NES Classic people please reply to confirm this). This I feel turns them into a complete RNG fest and makes it much harder to do achievements and/or runs. Any way we can make adjustments to adjust to this version? It's not as simple as just using the Time Stopper on the Wii version of MM2.

I've not played Punch-Out! in forever so I can't confirm on NES Classic yet. Might do that on my next day off (basically tomorrow)
