I just downloaded Zelda Classic, but was unable to block clip in the first dungeon. I'm just playing the default quest that was included with the download.
Do the block clipping/screen scrolling glitches from the original LoZ not work in any Zelda Classic quest, or is it something that's quest dependent?

No, they don't. Those are glitches unique to the original Zelda 1. None of the original game's code was ported to ZC, it was written entirely from scratch.
