How do I make a statue turn into a staircase?

I know I saw this done in a quest.

I put a staircase (which should appear when a block is pushed) under a statue, hoping the statue would turn into a staircase.

Instead, the statue sticks around and no staircase appears.

Can someone help me figure this out?

I'm curious, what was causing the problem? I wanted to help but I had no idea what would be causing the issue (Since I've been able to trigger secret 'stairs' beneath armos statues before... or did you mean a fire shooter?)

It's simplie: I never set Secret 16 in the Miscellaneous section. I saw that I had a yellow outline around the statue, and thought I did enough.

Going back to the old-school tutorial helped.
