Sick Bug Shields Block Ignored Weapons

I'm not sure if everyone would classify this as a bug, but it's definitely not behavior I'd expect.

It seems that when you have shields enabled for an enemy, it'll block weapon types where the defense is set to ignore the weapon. To me, if a weapon is intended to be ignored, it should be ignored no matter the situation.

Basically, I was needing this as a workaround for a an enemy that I'm creating. I was wanting the enemy to have shields except to arrows. My thought was to have a dummy NPC that would take the arrow damage and relay it to the actual enemy. But, the main npc blocking the arrow regardless has made this workaround... problematic.

Way the hell harder to fix than it ought to be, but I think I got it.
