Currently, without scripting, items can only use magic or rupees, except bombs and super bombs, which use their own counters, and arrows, which can use rupees or their own separate counter. You'll have to do some scripting if you want the item to drain Link's life when used.
Darn! My only weakness! Hahah Are there any good tutorials on how to script? Never got around to learn it.
