turn off the power to the lab, go straight through the now defunct laser beam, turn the switch off up there, then turn the power back on and head on through.

I must be walking right by the power switch to the lab. When I turn the power off in the main building, and then enter the lab, the power is back on, so I can only assume there's a switch inside the lab itself. I've explored all of the rooms I can get to, which is everything that's not blocked by the beam or the ladder that needs to be "dropped down." Where am I missing it?

Walk left and right without standing still and he can't hit you. He'll sweep with his laser either left to right, or right to left then left to right, depending on link's position. After that he's vulnerable, it seems you have to hit him a number of times while he's vulnerable or you can't get past that phase. In phase 2 I forgot what all he does, but I remember him becomming a sitting duck at the end of it and being easy to subdue. In phase 3 it's the same as phase 1, except his laser has a more complex pattern, and there's sparks everywhere.
I got the rod upgrade (thanks for all the help with the mini-boss) and went back to get the mirror shield, but can't find the right angle to light the torch in Cave E. Help?
