Quick Questions about water effects?

Is there are way to flip tiles? I'm working on my water level and it appears that the tiles have water flowing either up, down, or to the left. What about to the right? I couldnt find a tile set on it, plus I'm still new, and not sure hot to create a new tile. Any help will be appreciated, thanks.

Im using BS-Zelda graphics if that helps.

R=rotate Clockwise
H=Flip Horizontally
V=Flip Vertically
