What exactly can't you do? Does the download never start, or can't you find the page, or is there some kind of error?
Try using Right-click and "Save Target As", rather than clicking directly.

i did the right click, and normal click, I get "this file can not be found"

I get :
"This file can not be found" (using IE)
or
"This file took to long to respond" (using firefox)
so its just not there / can not be found regardless of click or right click or direct linking to the file itself.
If the mirrors are down, who do you notify? Dark Nation? Jman?
Anyway. A good majority of the quests you find here are also found on PureZC as well, and more. Go there and I'm sure you'll find what you are looking for.

I'm able to get the downloads just fine by right clicking and choosing "Save Link As" (Save Target As in IE). Not really sure what else to tell you.

every time you choose to download it it will randomly choose a download location from a list of mirrors... some of the mirrors in the list arnt working anymore and as such it wont work for people sometimes...
push ctrl+alt+shift and click the refresh button while on the downloads section of zelda classic to change the mirror thats randomly chosen -.-'
