If I remember correctly, you need to use a super bomb near the play area.
(I'm actually playing that quest again. I'm at the shop level.)

That's very odd... I can buy bombs from him, though, I have heard of this happen before. I don't know what's wrong... Sorry.

I've never played this quest before, but that looks like a 2.10 shop bug in your screenshot there. To get around it, go into the shop, hit quit and Save (simply continuing won't work). Then go back into the shop and the intended items should appear for sale.
If that doesn't work, this quest was probably made for v1.92 b183, and you should be using that version instead of 2.10
