I can't seem to find level 3 in this quest, I've got the ladder and the bow. After beating level 2, I wen't down the stairs and then came to a place in the overworld that looks like you need the flippers to get across. I think I've been everywhere that I can go with the items that I have...
what quest is this? By saying flippers, I'm not sure if its the original 1st quest.
