What the heck?
I have a little trouble with MIR (Mario's Insane Rampage).
1)Whenever I start up the quest, it shows that mario has full hearts (it's happened before).
2) In the begining message, when I hit A to start, nothing happens.
VEL you might be the best person to answer this, is it a bug? Or is it just me?

You using the right version?
meaning the same version that the quest was built in?

depends what you mean by beginning message do you mean...
1. the title screen or
2. the intro.
If you mean:
1. you need to press down to start or
2. just wait and it will soon finish.

Oh. No, no. VEL just has it so when you die, you start out with full health. (I think, it's been a while since I've played it.) And his intro is fully timed with timed tics, so you don't have to push any buttons, you just have to be patient.(i.e. he didn't put link near any screen edge for you to push right or something.)
