Magic Upgrade, think of it as a Heart Container room, where he gives you a choice of red potion or HC. But in THIS case, there is only ONE choice, and its the magic upgrade which simply extends your magic meter.

The item pond is not implemented, nor has it yet been.

The magic upgrade room doubles your magic meter--that is, you use only half the magic you used to, like in Z3 when you get the 1/2 next to your magic meter.
