    New enemy tile editor

    I have decided to go along and make a new enemy tile editor for ZC. I find that it would help make the enemy tiles easier.

    well, I am going to make it so you can open a .til file, and I would make it so you can go to edit an enemy off a list, including links animations. it is going to be set to the new enemy positions though. I may add in editing for regular positions.
