Are the people who made Phatasy Star the same people who made Golden Sun?
I remember a friend of mine playing an old Genesis RPG that was sort of strategy like, sorta like Advance Wars, where you're characters can only move so far per turn. Is that Phantasy Star? Or am I thinking of something else?
Nope... your thinking about shining force... which is also good =) Phantasy Star was Sega's big RPG series.

Phantasy Star was more of a traditional RPG, except it had a quasi-futuristic setting. I only played Phantasy Star III though, and have heard its the weakest in the series.
It would make sense to rerelease these games, since their distant DC sequel, Skies of Arcadia, is going to be released on the Gamecube sometime soon.
vegeta, Shining force was by camelot, who also made the mario tennis/golf games, and Golden Sun.
