I think he appears under all layers during death. Its been that way for ages now.

That's the floor bricks on layer 1. The actual wall isn't on layer 1.
Link also appears under Layer 1 when holding a triforce at the end of a level.
Ooh... he's solving the border problem by putting the border on a higher level rather than making new tiles. Gotchya. Thats a reasonable trade now, given the map total.
