Hit alt+enter while in and see if that helps

Etc. > Fullscreen

or open up the properties and there should be something like this

C:\Program Files\Zelda Classic\zquest-w.exe" -windowed -scale 1

You can change that part to -fullscreen, -large or keep it as -windowed.
