Add hotkeys in the subscreen editor

I have an idea! Lets add some key functions in the subscreen editor.

T toggles transparancy
O toggles overlay
+/- on num keypad to change Csets on Tile Blocks

There's not much to say. I approve though. I think I misread it the first time it was posted, so I ignored it then. :shrug:
