is there anyway to patch a qst file to a rom for use on a flash cart?
umm... No...
ZC isn't an emulator...
It doesn't emulate Loz, it's a clone of it.
The nitty, gritty reason you can't do it is because ZC was made from scratch. It wasn't made from a modified ROM of the game itself. It has little to no similar code to that of an NES game.
IDK, I wouldn't call it impossible, but it would take a lot of work, especially with maps and ROM size needed to be expanded and stuff.

And the answer would be no. I would love to see some N. Korean pirates attempt it though.

I'd stand in awe of anyone who could convert a ZC quest into 6502 assembly code.
