When editing an enemy's damage in the enemy editor, is the value 1/4, or 1/1? That is, does putting a 1 in there make them deal 1/4 of a heart of damage, or a whole heart?
If it's the latter, is there any way to make it deal quarter-based damage?

The value is 1/4. So, setting the damage to 1 will make enemies deal 1/4 of a heart of damage.
