How is Overlay different from Paste? (Select Tile window)

In the Select Tile window:


Copy a tile
rclick another tile and select 'Overlay'
It now looks like a paste just happened

According to select_tile in zq_tiles.cpp, clicking "Overlay" in that context menu calls overlay_tile in tiles.cpp
