Why can't I change the pallet

Note: I'm using a custom graphics pack

So every time I make a new quest I try to change the pallet to 01b (Mines) but after I select it and press OK. But nothing happens and it just goes back. Is there something I'm missing here?

F4 or Screen then Pallete
