does any body know where I can get a gameboy style project template?
for things like
scripts
tiles
combos
enemies
palettes
and so on?

no not just tile sets, project templates.

I started making one a while back, but it has a way to go. In fact, it's due for an update this Spring, and should meet your needs by then, if nothing gets in the way. You can find it in the PZC script database, although it's a somewhat dated version.

Making the remainder of the Oracle game series items is the major thing remaining; as is some material to replicate special enemy knockback.

At present, it includes the Z4 guardian acorns, pieces of power, shell mansion, some enemy effects, shovel, switchhook, and a few other things. The latest one is alpha 0.65 or 0.66, and is not in the database until i finish a bit more. Working on Vasu/Rings and the key items from the oracle games next. I think I have bomb arrows in there too, and some other things, so...when I next update it, it'll be better.

I am not going to remake all the GB bosses without another party interested in assisting/making some of them. My strong points are engine dynamics, game physics, items, special effects, and the like, so enemies are my lowest priority, but it will eventually bundle all of the enemies that either I already made, or that exist from other sources.

Converting the graphics for everything is also slow, and tedious.
