CSets 12 and 13
These are used for ZQuest GUI. But work fine in ZC however they are very difficult to select.
I was thinking we could make it so these actually show the main palette like they do in ZC when viewing anything except the main editor.
Additionally colors 208 and 209 always display the left and right mouse click colors in the tile editor when viewing a tile in 8 bit mode. Is there a reason for that?

CSet 14
This is the Extra Sprite Palette (Link, Bosses, and Ganon's Dust use this for example)
I am pretty sure this is impossible, but wouldn't it be nice if this Palette was loaded to CSet 14; and if the ESP box is checked in the enemy editor the palette is loaded automatically.

CSet 15
This is the System GUI and cannot be changed. Nor should you use it anyways.
